Homeless SubGrant

GENERAL INFORMATION

This application and these guidelines have been prepared in accordance with Title X, Part C, of the McKinney-Vento Homeless Assistance Act of 1990, as amended by the No Child Left Behind Act of 2001.

All homeless children and youth are automatically eligible for services under Title I, Part A of the ESEA, as amended by the No Child Left Behind Act of 2001, whether or not they live in a Title I school attendance area or meet the academic standards required of other children for eligibility.

Sub-grant program and funding. The Idaho State Department of Education receives funds to be distributed as grants to local education agencies (LEAs) competitively on the basis of need and application quality. The Education of Homeless Children and Youth program is a competitive grant and is 100 percent federally funded. This grant is for a two year period: July 1, 2012 through June 30, 2014. Grant awards will range from $5,000 - $55,000/year and will be disseminated in two annual installments.
Award amounts will be determined by the needs of the homeless children and youth to be served, the ability of the district to meet such needs, and the quality of the application.

Submitting an Application. All applications will be submitted through the CFSGA. All sections of the application must be completed. Material not requested, but submitted as part of the application, will be removed and not considered.

Purpose. Sub-grant funds are to be used to establish educational programs and/or services that meet the purpose of the McKinney-Vento Act to promote the enrollment, attendance, and success of homeless children and youth in school and preschool. Services provided with McKinney-Vento Act funds may not replace the regular academic program and must be designed to expand upon or improve services provided as part of the school’s regular academic program.

Eligibility. Any local education agency serving homeless children located within Idaho is eligible to apply for funds under this program. Grants will be awarded on the basis of need and on the quality of the application submitted.

Reports. LEAs awarded a grant will be responsible for submitting an annual evaluation due on July 30, 2013 and on July 30, 2014. The completed report form will indicate the number of children served, services provided, and an evaluation of the program.

SEA Monitoring of Grant Programs. Districts with a subgrant are monitored for compliance as part of the State’s federal programs monitoring process or as determined by the State Coordinator.

Allowable activities. Funds may only be used for activities authorized under the McKinney-Vento Act, Section 723(d). Applications submitted for unallowable activities will not be considered. Statement of Assurances. This application includes a Statement of Assurances that must be signed by the Superintendent. Read the assurances carefully before signing.

Grant Awards. After a final budget has been determined for LEAs awarded a grant, the SDE will issue a grant award letter. Each grant award will be disseminated in two equal installments: the first award will be made by July 6, 2012 and the second award will be made by July 31, 2013. Grant awards will range from $5,000 to $55,000 a year.

Regional Consortia.
A consortium is a combination of districts. One district in the consortia will identify itself as the lead district. The lead district will submit the subgrant application and will act as the fiduciary agent. Every individual LEA affiliated with the consortia is responsible for collecting and submitting required data on children and youth identified and enrolled as homeless for the reporting period.
